20 Witnessed Rape & Did Nothing

Here is an article I read today. I feel like it's another incident, like the beating of the woman in public where the guards stood and did nothing, that shows what the mentality is, it seems, of so many. That it has become commonplace to witness crime and know what's going on and do nothing about it.

In this article, it states some people will not be held accountable because there is no law making it illegal to witness a crime if the child is over the age of 14. One could fully witness crime, and not report it and it would be okay.

So this got me to wondering what the exact law is, in Washington state, about witnessing or having knowledge of the abuse of a child. I'm going to look it up and make another post so the law is made clear.
