Repeated Mail Tampering (federal offense)

I have had repeated problems with my U.S. postal mail since I lived in Oregon. I had break-ins then, to my mailbox, or things stolen or missing or I never got them.

Then I got a P.O. Box in Wenatchee and nothing's any better.

I just found what appears to be a third instance of mail tampering.

Someone switched my keys with a box for someone else and I don't know where MY key is. Which means I cannot receive my legal mail or anything at all.

I got the box for someone with a name very similar to Edward Howard, former CIA man.
