This is exactly the shit I'm talking about. Now my computer is acting up again and overworking and it happened about the time one of my housemates got home but I don't know, still, how this is done.
There are other things which are used in this town, on a regular basis, to intimidate people--other less than lethal technologies, which, it appears, the people writing the page for wiki are well aware of: the proliferation of this kind of thing.
