cars parked out front

Why? are there cars parked out front, in front of my window, when there is no business across the street?

It's like people purposefully pulled in to park there and then everyone driving by thinks this is the place to be getting cues or something.

There are two red cars parked immediately in front of me and facing away from me, backends torwards me, a truck and a Beetle or Bug car, and then there is a blue, gold, silver line up next to them.

there is zero business going on there. The whole huge front of the place is CLOSED.
